Acutally, the statement is: Access to the Beta-test selection pool to try out pre-releases.

This means that you are part of the pool of customers that they will pick beta-testers from. If you believe that you would be a good beta tester (and not just someone who would enjoy playing with things before the general public can) then send Tim a PM and apply for it. No guarantee you will get it...but if you don't ask, it will never happen.
