The best method I've seen (without a dremel) is using a AUTOMATIC pin hole punch.

It's a heavy spring loaded pin punch and you work around the screw using it to free it.

If that doesn't work, its a dremel, drill or dissassembly.

Its not just my steering screw, its every screw on the upper steering plate. I'll try drilling it.

Every circumstance is different, but that be said, a reverse drill bit can be a life saver. A needle nose vise grip, "vise grip" or a quality brand name vise grip makes a big difference. And last but not least, patience...

a drill bit worked great for me when a clutchbell "dome"screw got rounded out. i used a bit slightly smaller than the screw, and every single piece of the screw came out with the shavings. works perfectly.
