I use my dremmel, you can make really smooth straight lines with it, and get into the small areas no problem with the right attantchments. But anyways I use this http://www.dremel.com/en-us/attachme...=66240&I=66303 and I use it to start the hole and cut out the middle of the area and make a rough hole, Then I go through with a sanding wheel on my dremel and make it the size I want it, the shape, and just the finishing touches.

quickest way is like Nitro said, or using a drill with a hole-bit sized for what you want. Or cut out a circle template and trace around it on the body, if you can. Then lightly trace the lines with a hobby knife a couple of times. Then you can work the lexan back a forth to get a nice clean line. I use the bottom of a pop can to trace out the windsheild cooling holes.

score with #11 x-acto...........then make a hole with reamer in center, then cut to edge, and simply peel it.....if you cut lines are good and deep enough, perfect every time.

Rotary cutter in my Dremel (The same one Nitro linked to above). Once it is cut out I go around it with a sanding drum in the Dremel to clean it up and make it pretty.
I use scissors to cut out the basic edges of the body but beyond that I won't ever use anything but the Dremel. I'm not sure it is a whole lot quicker but it does a whole lot better of a job in the end.
