As long as they didn't pay via gift, then they will at some point.
The biggest thing is here; with paypal's guarantee they will refund everyone who didn't pay via gift, then sell the debt to chopper to collections; whom will then hammer his credit.
My thoughts? He'll go back to Africa with the cash, and never look back.

Got my email from PayPal this morning will have my money back in 5 days so glad I don't gift money on PayPal

So far those I have paid as "gift" I never had issues with all have had 100% ratings and I check all feedback remarks. But again look what happened with this joker and he had a good rating but should of check his ratings on other sites were he had a 50% rating on one of them.

I got 700 back to PayPal account. I guess PayPal refund me because this guy did not respond to PayPal at all.

Why are so many people Ok with paying as a "gift"? You all feel it's Ok to rip off PayPal?

Total net total payment volume (TPV) grew 34% compared to the same period of last year. And PayPal is actually closing in on eBay’s marketplaces segment in terms of revenue (which posted $1.6 billion in revenue in Q2).
Another area where PayPal is growing fast is mobile. The company said earlier this year that is seeing $10 million in mobile transactions per day, and expects more than $3 billion in mobile TPV this year

"not losing any money"..Sure they are, every time someone pays as a gift and it's not actually a "gift" type transaction. Posting their revenue numbers justifies you ripping them off?
If "Johnny' has a shoe shine business and charges $2 a shine would you feel ok sitting down, getting your shoes shined and then telling him "the last 20 guys all paid you. You have enough money, I'm not going to pay."?
