As for competing in 2 reginals in different region, ask your regional director about it. I got permission to run the paved reginal for touring car in both my region (1), and region 2. The restriction was that i could run mod at 1 event, and stock at the other (simply can not run the same class twice).
My suggestion is to email your director, and see if you can run different classes and attend both races.
