I am confused, is this normal of a power supply to drop in voltage during a charge and then ramp up, and the charger go down to charging at 0 amps then go back to where it was?

I cant get the video to run on this old clunker Im using, but, the big Hyps pause occasionally to get a better read on the lipo voltage. During that pause in the charge current the voltage will drop some.
