only an observation of the system u explained i know this from wen i ran the ninja and the os it did and that was the out come at that stage .5 or .6 with the venturi in or out

I don't think the insert will effect the idle gap as there is not enough air flow through the idle gap for the insert to have any effect, and from what I can tell the insert has about a 2mm gap under the idle gap.

If you want to set the idle gap by measurement, taking the insert out is the way to do it. The insert widens at the base and does not close off the very bottom of the opening and thus doesn't change the idle gap size when you put it back in.

Lol, sounds like I'm getting a name like Larry the Cable Guy or something! Regarding the air gap I always set it with the reducer in. Maybe I'm a little strange but what is the point of setting an air gap to a specific measurement and then blocking part of that off by installing the insert? Also when you are tuning on some random guy at the tracks engine are you really going to start pulling out inserts etc? Again though please remember that this setting is not something that needs to be exact, so just look down the throat of the carb and adjust it. Should take about 4-5 seconds to ball park and then be done with it.
