Are you looking for something specifically for tracks or just graphics software? Windows Paint, Photoshop... Corel.

it would be cool if someone could develop some software where you can input the dimensions of the track area, the lane widths, and have it generate track designs based on that, and then tweak it but saying more turns, less turns, with a slider of some sort

Well as they said, graphical editors will be your best friend.

EDIT: If you are looking for a free cool track editor I would recommend getting the videogame Trackmania Nations Forever. It is free ( http://www.trackmania.com/index.php?rub=downloads ) Click the upper picture, "Free version". In this game there's a track editor which can build dirt and asphalt tracks. I am sure you can use this game to create something fun! Tracks with ramps, turns, slopes, bridges etc. Then of course you can test drive the tracks

There is nothing specific to RC...this would be hard to do given the variety of materials used to make a track. I tried using the track designer in the Track Mania game but that didn't work out too well. There is also software for designing slot car tracks but I doubt that will work. The best thing we used so far is MS Paint using a template roughly to scale of our parking lot.

I use a CAD programme. Kind of overkill, but I have it, so why not!
