Noble NB4 Throttle %

Can anybody help me?Brand new Noble NB4 and I can’t get throttle above 64% or reverse above 32%. I have tried every setting in the remote to no avail.Help me please.

make sure epa are to 100%
go to "system" go down to "stick calibration" and calibrate.
