In principle that is correct, the big chargers are power limited with a 12V power supply, regardless of how big it is. Actual value varies some by charger model. Ratings aren't wrong, just need to consider all of them.
It's not a power supply limit, the chargers have an input current limit. Need more input Voltage to achieve full power output. The big chargers need 24V or more, even some of the mid size chargers need ~18V for full rated power.
But if only charging 2S packs 12V supplies are usually enough. The high Voltage supplies are needed for larger packs at high Amp rates, say 6S and up.

I ordered the smaller power supply and am waiting on the resistors to finish it, and then adjust the potentiometers after that. I may wire two together just to try it out. I have modified the DPS 600's, but like the size of the HP 750, they fit great in my battery bag, and are lighter as well. The mod is so easy on the HP. I hope the HP is as quiet as the DPS 600, you can barely hear it run?
