if you can afford it the tekin gen2 combo is the way to go with a 1900kv T8 or so (could be 1700kv on small tracks and 2050 on big ones)
another very good esc for 1/8 is the xerun 120A sct, but it lacks the 7,4v bec and some nice features (the software on the tekin is more advanced)

Well if you want waterproof I'd say buy a boat, these things aren't meant for running in water unless you are prepared to blow out and clean all bearings, and the entire car after doing so. I don't know of any full on "waterproof" electronics so someone else is gonna have to help you there, plus the motor and batteries, I'm sure there is a thread on it already.

rpms = voltage x motor kv
voltage is 14,8v in 4s and you'll need about 30 000rpm so.. 30 000 / 14,8 = about 2000kv
in 3700kv your rpms would be way too high as well as the temps, just go for a motor between 1800 and 2000kv in 1/8
now for the waterproof aspect, I use silicone joint to protect my motor and plasti dip for my esc.. it works with any combo and you get water RESISTANT electronics, nothing is really waterproof in r/c cars (because of the bearings mainly)
now for the radio, this is the very most important item you'll need with a charegr so if there is one single part you don't want to spare money on, it's the radio.. very good brands are futaba, sanwa and kopropo.. if I began r/c I would take a Sanwa MT4S
tools: as important as the radio & charger.. get something durable: MIP Thorp, EDS,..
Here are the most important ones:
- 1,5mm, 2mm, 2,5mm and 3mm hex driver
- 5,5mm nut driver
- philips drivers
- 17mm wheel wrench
- pliers
- ...
