That building could work, but there wouldn't be much room for pit spots or a hobby shop if that was in the plans.
FYI: The track in Hutch is 60'X90'

I hear ya there! It wasn't fun driving up there friday, saturday, and sunday for the fall classic but it was sure worth it!!! Always is! It's even longer for you! I would guess someplace to stay would be better for you for a big race, I was thinking about a hotel next year, it's worth it to me in gas savings! The Tahoe gets 12mpg!

Short of a location, the startup isn't too bad! If you go dirt a small tractor with tiller can be rented, a roller to compact the dirt can be rented too I can imagine, a computer if you plan on running a timing system plus the loop and decoder box and software, simple hand tools and dirt is all you need. A cinder block wall to contain your dirt is also a good idea. Oh yeah and manpower to move the dirt around and form the jumps/pack it down.

If you go carpet thats a whole other story! You can build small jumps that you can move around but the carpet can be a nice investment too considering what you get!

You will always have the electric bill, water, and such!
Cleaning supplies to keep it friendly to visitors...
I am sure in a small city you might be able to round up some sponsors as well as donations of time and equipment possibly?

IMHO a building around 90'X140-160' would be ideal if you don't need a hobby shop.
