Need advice on a "slow" brushless setup for a 9 year old

I'm glad I saw this post as I was debating getting my 11 year old his own RC car for his birthday and then the 8 year old for his a few months later.
I wanted to get stuff that was relatively easy to find parts for and yet identical so they could grow. I figured a couple good condition used XXXT-CR trucks, a few cheap brushless setups, and a couple cheap, but decent TXs would be a perfect start, and yet not break the bank. Batteries would be interchangeable and I could run two sticks in the 1/8th scale I want to pick up. LOL
Someoneone mentioned the DX3C as a TX that apparently has some adjustment that someone could grow with?
I had figured the DX3E from Losi RTR cars as they run like $75 new but if the C has more adjustment then that may be the way to go.

Another option is upgrading batteries. I'm not familiar with the layout on your truck but with the Slash we can run 7 cells or 6 cells and there is a noticable difference in the speed between the two. I know budget is a concern but maybe stepping up to LiPos would give the speed he is looking for without upgrading hardware and they can be looked at as a long term investment in the toys.
