Sharpie is the easiest way to color the non-chrome VTA wheels above. Buy a Sharpie/permanent marker with a thin tip on one end and a thick tip on the other. Only takes a few minutes to color one wheel. Keep a Sharpie mini in your pit box for touch ups. A Q-tip with body wash will clean up any mistakes.

As far as having pre-mounted wheels for a special event, I would suggest contacting HPI directly and see if they can provide pre-mounts. This would certainly save a local track the time of having to mount wheels.
After receiving the tires, someone could perform some basic tire prep on each set and seal in a zip-lock bag.
