Yes, I guess I did miss the idea of "Spec", Same this and that. However, the legend platform is very very poor choice. There is no value to new person in the car or the electronics your referencing. For a new person starting they see the sedans and short course trucks. They will thoroughly underwhelmed by a legend car. I know there are groups that do race them, but they are really not all that.
If you want "Spec", Same this and that, don't reinvent the wheel. Tamiya TCS Mini has a huge following. The rules are updated regularly for technology and competition. Speeds are tame and can produce great racing. TCS comes to the area yearly at The Track, and have many other national events.
