Ah, that explains.
If you run very small tires, then yes, you could get away with tall 1st and 2nd gear gearings.
Running 58 mm tires and 18/61 and 23/56 gearing, you are actually getting 28.7 mm and 39.9 mm tire rollout per engine revolution for 1st and 2nd gear respectively.
That's actually equivalent to running stock 17/60 and 22/56 with 60 mm tires when you compare tire rollout.
