With the 61T spur and 16T pinion, you need to mesh it a little tighter to run it in. If you make the pinion and spur mesh smoothly, you'll end up stripping the spur.
Yes, it will be tighter than normal initially but after running it for a while when it's running a little bit smoother, relax slightly on the meshing so that the pinion and spur turns a little smoother. It should be ok.
