As for my slipper, yes it is locked down. I have added washers and after running all the packs through it there is zero wear on the pads.
If you take a sharpie pin and mark the slipper back plate and the spur (so you can reference them together) then go run it and check it after, they won't line up. You can tighten the adjustment up all the way, and it'll still slip.
