Don't sand; you will remove metal and can change the rate. Plus it takes forever...

Best way is to get some paint stripper from walmart or autozone and soak them overnight. The paint will literally fall right off. The gel works the best. Just be very careful - wear gloves and soak in a metal container (it'll eat right through plastic)
