Wow, I'd love to be there for the race. Watching buggies wring out every RPM possible would be fun to listen to.

Setting the HSN richer would actually work to limit maximum RPM.
If the engine is getting proper lubrication, I would still go for a full race tune.

Ceramic engine bearings.

A shorter manifold and high speed pipe. Yes

A modded engine would provide more power to allow taller gearing without sacrificing power at corner exit or short run ups to jumps.

An On-Road engine?
