Yes .."SOME" 23T motors can stand prolonged heat...due to the magnets in them...Basically most of the ECHO Based Motors and a few Atlas ones... they are the ones with the 4mm core rotors also...but I would say if the motor gets above 90deg cels. it`s way to hot and there will be a noticeable power drop...
as far as gearing goes with thesemotors.. you can gear them buy laptime and temp.... 75-85deg is were I run mine at ..
but take some care when these things get hot!! I have seen some melt endbells..when over geared
