My guess would be someone in UK.
Looks like its made by Fibrelyte. The carbon is more or less their trademark... Whenever one see a prototype with that structure, one can be fairly certain that it's from Europe. And.. yeah the chassie resembles the Ttech Predator (made by fibrelyte). My 2 crowns...
