A typical tire balancing mistake is to weight the wheel on the outside.(near the wall & ribs)
It will check balanced, but rotational forces will still throw the wheel out...where it flexes, the open side of the wheel.
The problem is find something that will stay in this area...and keeping the weight out of harms way...there's very little clearance at full turn.
Get it as close as possible to the open side...and hope it stays there. I glue it on...but the balance always seems to change. I've usually worn the treads out before I need to mess with it.
