ok so I ended up pulling it apart and I readjusted the pulley tensioners. The belt didnt look like it was skipping.
As I was pulling the spur off, I noticed that I was missing the inner bushing that goes into the slipper hub was missing. i'm not sure how crucial that is, but i'm sure it needs to be there so I replaced that.
then after spinning the belt around to check for binding, I noticed my right rear wheel was not spinning. I look inside the outdrive and noticed my pin to my cva is GONE.
I thought those were pressed on by the factory or something, that shouldn't have came out.
I was going to test it out on the treat just now but looks like I gotta get to get a new cva dog bone.
maybe i'll get those shiny ones.

i've gone through everything you just described. My belt hasn't skipped since the washer went back in.
