Yes, an air leak is one of many possibilities, and should be investigated thoroughly. make sure you have a good seal between the carb and base of the motor, use a little silicone sealer if necessary.
First make sure your gearing isn't too high, also that the drivetrain, and front wheels of a 2 wheel dr aren't binding.
Go back to factory defaults on the needle settings, you have three different ones, then, following tuning procedures, make the adjustments.
