Go with foams, you will have more traction with foams and the car will be easier to manuever but note foams will "chunk" meaning if you hit a pipe, board or whatever lines out the track hard enough you will knock chunks out of the foam tire and this will affect performance of the foam but nothing noticable for a beginner. There's also concequences with rubber tires as if you hit a pipe or board hard enough you can warp or punch out the center hex of the wheel. Unless you buy premounted rubber tires you will have to assemble your own where 1/10th scale foams come preassembled.
