I agree on the TC3, it can come pretty close to 5 to 1. Another idea, which I don't have any personal expierence with, would be the corally asassin (or however you spell it). In it's one configuration you have a direct drive to the rear with a belt to the front wheels. Should be able to get some pretty low gear ratios with that.
