compression cylinder is filled with too much oil , new sleeves are usuallyt pretty tight , loosen the glow plug if you must but i guarantee if you get it started and keep it running with throttle (do not "blip"the throttle) all will be good , literally have broke in hundreds of engine , might be approaching the 4 digits
