Its basically the same material the many swimming kick boards are made out of. Its called "EVA" foam. Expanded Vinyl Acetate I think is what that stands for. Its very tough stuff, but slightly flexible.

I've got about a dozen kick boards at home from when I used to work for a company that sold them. They were seconds due to printing errors on the logos. If you want to email me a template, I could cut some for you, or mail you a block and you can cut it yourself to fit. You need to use a bandsaw or scroll saw. A table saw binds it when it cuts due to heat.

I've got it in bright yellow, red and navy blue. 1" thick or 1-1/4"

Or, hit your local swim store and ask them if they carry kick boards. You'll see what I mean.
