The issue I have is that from 1% to 50% throttle on my transmitter, the power delivered to the motor remains the same. After 50% the boost kicks in and at 100% throttle the turbo kicks in.

Is there any way I can get the 1% to 50% throttle to increase gradually?

Thanks
First off I would recommend decreasing you throttle minimum to around 0-5%, then increase your RPM range from let's say 7000 to 22000. Drop your motor timing to neutral or in the negative. Also, recalibrate the ESC to your TX again.

Try that and let us know.
