I used to measure all sorts of weird stuff just because of curiosity. It was fun and I learned a lot, but I sure got frustrated by a bunch of red herrings. Sometimes things act in a way that doesn't fit your expectations - just be sure that your expectations are correct before condemning the item. Maybe your hypothesis is incorrect.
Personally I never measured the unloaded output of that charger (I have one) but I will now. Just for curiosity. But I know before hand that it charges and balances well, and has served me well.
