Exclamation Hyperion eos 0720i net 3AD problems

Hello:

I bought a Hyperion eos 0720i net 3AD charger that I returned because the output voltage was 30.97 volts once powered on, as my multimeter showed OL (overload). I returned this charger, and got a replacement of the same model. This replacement is giving off an output voltage of 30.95-.97 volts as well, and the input voltage of the charger was showing 13.945 volts. How can that be when the charger was connected to 120vac outlet?

I plan to return this and get a full refund. I think this is abnormal. I own 3 other chargers, and all 3 once powered on show 0.000v on my multimeter.

Any opinions from the forum members are greatly appreciated!
