No, that's not the feeling on the track. To me the feeling is that bottom power is similar but the new engines pull harder and you end up with a better lap time. It feels like coming out of a turn you are limited by the traction of the tire so the extra power is not always useful but once you straighten out then you are able to use all the available power and the differences amongst the various engines is more apparent.
