Way back when they could get away with putting that on the box because most of the final assembly was performed in the US. Now-a-days even a small percentage of parts from China will exclude you from the right to use "Made in America"
Personally I agree with this. Too many companies slap a sticker on something in the US and call it, "Made in America"
