Honestly your best to fire the engine up then judge if you have to move the needles....fuel choice, environmental conditions, tuned pipe, fuel tube length, fuel tank design, glowplug, elevation can all affect the tuning of these engines.... So without actually hearing the engine run there is no real way to know if the needles need to be moved or not..... Before you try to fire the engine please flush it out with fuel.... just pour a little in the exhaust port, swish it around then dump it out.... Flushing out the shipping oil will make initial startup much easier....
