It is very simple, if a group of racers want a class with a limited motor rule, you need to assemble yourselves and ask the race director to add it. So, put your words to action - come to the track promote your idea, get racers to commit to racing with your motor rule and once you have 5 racers sign up - maybe than other racers will be attracted to your class and follow suit.
