If the engine is a .12 size, even if it is idling a little high (not spasticly high) then it is completely safe to tap the flywheel with you finger. Ive done it all the time and never received a friction burn or anything close to being painful. Not sure on larger motors, they may be producing more torque at that point in which you might not be able to put your finger there
