The axle pins and e-clips were definitely missing. I'm always very careful when I open and assemble a kit. I do it in a big open space on a big orange towel as it's easy to find any stray parts.
They pull the pistons off the parts tree and bag then with the coresponding shafts. If those are the ones you used then they are right, weather you put them on the right shafts is another story that may require going inside the shocks.
FYI I always put the piston on the shaft with the # up so I can check it without having to pull the shaft out..
