You are running the engine too rich. If you are reporting it right, 148 degrees is way too cool. You should be running temps between 180 degrees to 250 degrees, depending on air temps, humidity, type/size of track, etc. Get that temp up before you start doing things like removing head shims.
He probably meant 148C which is nearly 300F, very hot indeed. Do not remove a shim if the engine is already running hot. You may have the needles too lean and that is why the engine is down on power. Richen both needles up at least half a turn and see how the power and tune changes then retune from there.
