They were actually for the older shocks that did not make use of the steel balls that snap onto the shock caps...

I tried it before. In fact I assembled the 710 that way using the specific front shock tower spacers that were from 705 (801117).
Like what you say, it looks weak but in reality it may not be. I've tried a few runs with it and did not encounter any problems. But since I lack a long countersunk screw to mount the shock tower with the spacer, I used back the stock mounting. Also with no problems.
