i think you are using differents program cards, one is using the Hobbywing firmware and the other has the Speedpassion update (i'm talking about the LCD firmwares, not esc firmwares).
So the at the same esc setup lvl one is showing a value that is different from the other program card.

While "Speed Passion PC Interface v1.33" and "Speed Passion LCD Pro Firmware"
will show you

but if you are using Hobby Wing "PC Interface" and "LCD firmware"
it will tell you
3000 4500 6000 7500 9000 10500 12000 13500 15000
the

RPM is the option of previous version ESC Firmware which is 100422STOCK.
but the 4000 5000 6000 7000 8000 9000 10000 11000 12000
is the latest RPM of V2.0_100528STOCK.
