I was thinking about a way to do it but worry that guys would

I would guess you could lock folks into whatever gearing/tires they used for the hot lap. Or average out their top three laps?

Might be fun to try one weekend at a club race.

Another problem is what to do with heats. The slow guys (who need the most track time) would be shut out after 1st q.round.
How about just a pole shootout? Something like this: Run all qualifiers as per usual. Take the top 5 qualifiers Have one final 3 minute shootout for pole -- fastest lap takes the top spot. If you do it only in F1, it could be done just before the mains. As long as the F1 main is 15 minutes into the event, the top 5 would have a chance to recharge, etc.

We could try it at Road Mods.
