What i usually do is take a 26'' mountain bike tube, or 20'' BMX tube (any tube with a large diameter cross section) that way you wont have to wrap it around and have a seam... Just pull a cross section of tube over the foam and glue it.
you can get "puncture proof" tubes that are about 1/8'' thick, so you also have options with that & if you want you could cut grooves in the rubber if you have a lathe, that way you will have rain tyres.
