after standing everything back up, the amount of water was not the problem. the problem was that the only band was at the top, so when the wind blew the fence, it pulled on the top of the barrel. filling the barells up more will only make them more top heavy. this is just my opinion. the barells that tipped lost water so you will have to refil anyways.the wind was so high, it actually moved the track barriers.

Thanks for standing them back up. I did pick up the other banding and clips, which should be much easier to attach. We can add the band at the bottom and see what it does, but adding more weight can't be a bad thing.
I may be able to get down to the track this afternoon, as it looks like I need to go into Boulder later today.
