Default Mounting buggy tyres/tires

Hi there, I am sure this question may have been asked before but not sure?

I will be attempting to mount my new Sweep tyres that arrived on Monday soon.
A while ago I bought a heap of Rulex rims from RC Carolina, now never having done it before but seeing my premounted wheels.
I have noticed the premounts have holes in the tyres (small holes) inside the tread area.
And I am sure I have read somewhere in here about people drilling holes in rims, I understand they need a hole somewhere so the tyre can "breathe" or have somewhere for air to escape.
So what is better, punch small holes in tyre, or drill small holes in rim?

Also I will probably buy a tyre truer/balancer, am I best to fit the tyre to the rim and move it around (before glueing) to find the area of least inbalance before glueing?
