How low you mean...? You based on usage time from your device (i.e. Transmitter... or...?)
I believed your wall charger doesn't have the ampere readings, so it will be hard for you to determine the actual ampere was charged to the batteries...
A typical 2100mAh rechargeable battery could re-charge to only about 1800mah or so, it will not fully charge at the stipulated capacity that claimed after a few charges or even at all.
Same goes with your 2300... May be it will only charge up to only 2000 or less...
Try to 'cycle' your battery a few times; charge and discharge them (use them to power whatever you're using if your charger don't have the discharge ability...).
