No. Back in the pan car days lots of people used to make velcro straps for the cars, but I never found one that'd hold the pack in place in a hard crash.
And I must ask...why use tape at all? I love the fact that most all touring cars come with built in battery holders. After having raced pan cars, and having to deal with strapping tape for years, I love the fact that I can just clip in my battery and go. Plus I've never had a touring car crash hard enough to jolt the batteries free from any car equiped with built in battery holders. Are you doing it for the weight savings?
