Rules like this should be voted on by us, the people that pay for ROAR memberships.
It is a simple thing to do. Send out a couple emails letting us know of the vote, with dates that our vote has to be complete. Have a secure login system where we log in with our Roar number and say our zip code. Give us the new rule, with a basic English explanation and an approve or deny button. The tech to do this is already available, and honestly should be done with rules and new officials. Its not that hard to do.
