Depends on the quality of steel. Any decent chromoly steel is stronger than the best Ti alloys. I have never seen a stock steel axle damaged aside from the threads. The only real benefit of Ti for that application is light weight. The only reason Ti ball studs are stronger is because the steel used in them is junk.
