If the function is activated, the output power will be cut-off when the temperature of the
ESC or the internal temperature of the motor is up to 95C for more than 5 seconds. When the protection happens,
the Green LED will light.
When the ESC is over-heated: The Green LED flashes as “”.
When the motor is over-heated: The Green LED flashes as “”.
Note: The over-heat protection function for the motor may not be 100% accurate for motors other than Speed
Passion brand.

This also a bit mistakes on Firmware and Software,
Like Rocking Donkey said above The OH Protection is not 100% accurate
That's because The OH Protection is not custom value, so it's only works on
95Deg Celsius. so more Custom value is required here.
There is a reason why,
" Motor Over Heat Protection can only work's with Sensors "
" Motor Over Heat Protection required time to detect Temp Rise and Fall "
So the temp sensor on the BL Motor is not like your temp gun IR,
it does not detect instantaneous.
Perhaps your motor already 100C when your esc detect 95C,
according to Quick Rise of the Temp.
and it will be required more than 5 Second, as The motor temp required time to reduced Their Temp.
Remember Each Motor Windings (Turn) had a Different temp Speed Rise and Fall.
So the conclusion is Your motor is Hotter Than Actual 95C.
To avoid That, Speed Passion Must allow Custom Value to the Software so we can find more accurate Temp for the Motor.
